# State and territory coverage
> Per-jurisdiction section counts for statutes, regulations, constitutions and court rules across all 52 US jurisdictions
**3,481,512 sections across 52 jurisdictions**, 50 states plus DC and Puerto Rico.
Each column maps to a `corpusType` filter paired with `state`: statutes to `STATE`, regulations
to `REGULATION`, constitutions to `STATE_CONSTITUTION`, court rules to `STATE_RULES`.

Pass a **list** to `state` to search several jurisdictions in one call, which costs one search
rather than one per jurisdiction.
## Per-jurisdiction matrix
Measured 2026-09-05, sorted by statute volume. A dash means we do not serve that corpus for that
jurisdiction, and the bracketed marker points to the reason in
[Why six jurisdictions show no court rules](#why-six-jurisdictions-show-no-court-rules).
These rows are counted on a slightly different rule from the corpus totals: they exclude
superseded records and do not collapse versioned duplicates, so summing a column lands a little
under the matching `corpusType` total. Court rules are the widest case, 51,395 summed here
against 53,638 for `STATE_RULES`. Take `GET /us/statutes/coverage` as authoritative for a total
and this table as the per-jurisdiction shape.

### Why six jurisdictions show no court rules
Every gap is a source problem rather than a coverage decision, and each has a different cause.
Statutes, regulations and constitutions for these jurisdictions are unaffected.
**\[1] No government-published consolidated text** - Arkansas, Vermont.
Both publish their amendment stream (promulgation orders, rule changes, proposed amendments) on
the judiciary's own site, but the consolidated current text is published only by a commercial
licensee. The rule text itself is a government edict and in the public domain; what is missing is
a government-published compilation.
**\[2] Only rule-change orders are published** - Colorado.
The judiciary posts adopted and proposed rule changes, not consolidated text, and the most recent
government compilation is from 2023. Ingesting it would serve superseded procedure as current
law, so it is deliberately not ingested.
**\[3] Already served under `corpusType=STATE`** - Oklahoma, South Dakota.
Both codify their rules of court into the statute book (Okla. Stat. tit. 12; SDCL tits. 15, 19
and 23A). Those rules are already in the corpus, cited the way the state cites them
(`SDCL 15-6-12(b)`). Ingesting them again under `STATE_RULES` would be duplicate coverage.
**\[4] Publisher policy** - Missouri.
Missouri's published court policy does not permit automated access to its judicial websites, and
we honor it. Coverage there needs a license from the state, not a workaround.
## State agency guidance
State-issued regulatory guidance that interprets state law, the state-scoped analog of federal
agency guidance. Queryable with `corpusType=STATE_AGENCY_GUIDANCE` paired with `state`.
**13,334 documents across 49 jurisdictions.** Unlike statutes, regulations, constitutions and
court rules, this is **not** on a comprehensive 52-jurisdiction rollout: it lands state by state,
and some states may never be built.
Almost all of it is insurance-regulator guidance (`source=state_insurance_bulletin`). Four states,
Arizona, Oregon, New Jersey and Vermont, publish their **financial-institutions** regulator's
guidance on the same index, and those documents are served separately as
`source=state_financial_bulletin` so an insurance search is never handed a credit-union bulletin.
That second source covers banking, credit unions, trust companies, escrow agents, consumer
lenders, money transmitters, loan originators and investment advisers. It exists only for these
four states, because most states' banking regulators publish no numbered series and there is
nothing to cite. It is not a claim to cover state banking law.
`state_financial_bulletin` is served `goodLawStatus: "unknown"`: neither regulator has rescinded
anything we hold, so there is no measured signal to certify against. The insurance source keeps
its own per-state verdict.

Commissioners) model law text, which is a copyrighted, commercially sold publication rather than
open government primary law. Only each state's own published bulletin, issued under that state's
own authority, is in scope.
