That number isn't a demand estimate. It's Legal Services Corporation's own intake data: of the civil legal problems that already reached a legal aid organization's door, 71% got no help or not enough of it, because the organization ran out of resources, not because the problem wasn't real.

We've talked with legal aid nonprofits trying to build AI tools to stretch a small (sometimes largely volunteer) team further. Nearly every one hit the same wall early: the statutes, regulations, and court rules they need are public domain, Congress and the state legislatures already paid to write them, nobody owns the law. But turning that law into a shape software can actually use costs money to build, and the quotes they were getting priced it for a corporate legal budget. A nonprofit with no line item for data infrastructure was paying the same rate as a company with a procurement team.

That part is fixable. So we fixed it.

To be direct about scope: this doesn't close the justice gap. Data was never legal aid's biggest constraint, staffing is, and we're not going to pretend otherwise. It removes one line item that shouldn't have existed for organizations already stretched thin.
